There are three results pages, and they are not equal
A local service search returns three distinct things, and contractors routinely pay for the wrong one. At the top are ads, which stop the day you stop paying. Below them is the map pack, three local businesses pulled from Google Business Profiles, which takes the majority of the clicks for searches with local intent. Below that are the regular organic results, driven by websites. Most SEO proposals are about the third one while most of the calls come from the second.
What actually moves local rankings
Google is trying to answer one question: which nearby business is most likely to satisfy this person. The signals it uses for that are unglamorous and mostly within your control. Proximity to the searcher you cannot change. Everything else you can.

The service-plus-city page, and why most contractors get it wrong
You cannot rank for drain cleaning in six towns with one page that lists six towns. You need a page per service per city, and each one has to be genuinely about that service in that place. The trap is that contractors then generate two hundred near-identical pages with the town name swapped, which search engines have been discounting for years and which now reads as spam to AI assistants too. Fewer pages with real, specific, local content beats a directory of thin ones every time. If you would not show the page to a customer in that town, it should not exist.

A growing share of homeowners now ask an assistant who to call rather than scanning results. Those answers are short lists of two or three companies, so there is no page two to survive on. Being included depends on whether your site states plainly what you do and where, whether it carries structured data a model can read, and whether the rest of the internet corroborates it. Ask for three things. First, the list of pages they have created or changed for you in the last ninety days, with dates. Second, the calls and booked jobs that came from organic search, not the rankings, not the traffic. Third, a straight answer about who owns your website and your domain if you leave. An SEO vendor who cannot produce the first two is selling you a report, and one who hesitates on the third is holding your business hostage.
